Confronting legal questions about the assimilation of Syrian refugees into the domestic framework of Turkey is a key challenge facing Syrians in Turkey. New measures initiated by the Turkish government, particularly measures pertaining to the movement of individuals within the Turkish provinces have exacerbated many problems for Syrian refugees.

The legal status of Syrians is organized according to three statuses: 1) Short-Term Residence Permits, which are issued at most for one year and are granted in accordance with the visiting purpose of the foreigners, 2) Work Permits, and 3) The Temporary Protection Identity Card (Kimlik).

This paper sheds light on two important problems faced by Syrians in Turkey, based on monitoring conducted by the Syrian Civic Platform (SCP): First, the requirement that temporary protection beneficiaries obtain a travel authorization document to move within Turkey, and second, confronting challenges arising with persons whose legal status has not been completely resolved in the country.
